Most people I have seen simply ignore the sign and use the entrance anyway, like most of the signs in Charlottetown. Another good example is the "no entrance" sign for cars going south on University Avenue wanting to turn into the Sobeys parking lot at Allen Street. A car turns left across two lanes of busy traffic into the lot about every fifteen minutes during daylight hours, directly against the sign. Again, its ok.
